During its weekly meeting today, the Advisory Council fielded complaints about delays in issuing operating licenses to various businesses in Qatar, QNA reports.

The problem appears to be a common one and involves Civil Defense, which must sign off on whether a building is safe before an establishment can officially open. The council “decided to refer the issue to its internal and external affairs committee to prepare a report about it.”
