FIFA vice-president Victor Montagliani. Speaking at the Leaders 16 summit in London this week, he said that awarding these nations hosting rights was a tipping point that gave FIFA an “opportunity to clean the game.” He added, “If England and the US had got the World Cup, maybe we would’ve had the status quo.”
“Maybe the best thing that happened in football was Russia and Qatar.”
