Amir Sheikh Tamim’s first visit to Russia since 2018 marks a key moment in Qatar-Russia ties, paving the way for deeper cooperation in energy, trade, and diplomacy.
Qatar’s Amir, Sheikh Tamim bin Hamad Al Thani, praised the strengthening of investment cooperation between Qatar and Russia during a meeting with Russian President Vladimir Putin in Moscow on Thursday, according to Russian news agency TASS.
“We are very proud of the level of investment cooperation we have managed to reach, including in healthcare and pharmaceutical production,” Sheikh Tamim said, highlighting recent developments in bilateral economic collaboration.
The Amir, who arrived in Russia on a state visit on Thursday, emphasised Doha’s strong ties with Moscow and noted that both nations are preparing to implement joint projects and sign several agreements in the near future.
President Putin, for his part, commended Qatar’s diplomatic efforts aimed at ending Israel’s war on Gaza. “We are aware that Qatar has been making very serious efforts toward resolving the Israeli-Palestinian conflict,” he stated.
The visit underscores deepening relations between the two countries across economic and geopolitical spheres.

‘Significant milestone in bilateral relations.’
Majed Al Ansari, Advisor to the Prime Minister and Official Spokesperson for the Ministry of Foreign Affairs, described the Amir’s visit to Moscow as “a significant milestone in the development of bilateral relations”.
Speaking to QNA, Al Ansari emphasised that the visit reflects the depth of the Qatari-Russian partnership and a mutual commitment to expanding cooperation across multiple sectors.
He noted that both Qatar and Russia are among the world’s leading natural gas exporters, making coordination between them essential for supporting the stability of global energy markets.
In addition to energy, the visit aims to boost economic and trade collaboration, building on the outcomes of the March 2025 Qatari-Russian Joint Committee meeting held in Doha.
Al Ansari described the Amir’s trip as a “strategic turning point” that will further consolidate bilateral ties and strengthen joint efforts to address global challenges through diplomacy and cooperation.
He added that Russia, as a pivotal global actor and permanent member of the UN Security Council, is an essential dialogue partner in promoting international security and stability—serving the shared interests of both the Qatari and Russian peoples.

Business leaders see economic expansion
Qatari and Russian business communities are also poised to capitalise on the momentum of this high-level visit.
Sheikh Khalifa bin Jassim bin Mohammed Al Thani, Chairman of Qatar Chamber, remarked that the Amir’s presence in Moscow “will push forward the already robust relations between Qatar and the Russian Federation across various domains, primarily the economy and trade”.
Speaking to QNA, he highlighted the importance of fostering joint ventures in industry, technology, and innovation, key sectors in Qatar’s National Vision 2030.
“Qatari businessmen are keen to invest in Russia as a leading investment destination with lucrative opportunities,” he noted, calling on companies from both nations to seize the incentives offered to foreign investors and build enduring commercial partnerships.
“The Qatari-Russian Business Council plays a vital role in connecting the private sectors of both nations,” the Chairman of Qatar Chamber said, expressing optimism that Qatar can become a regional hub for Russian investment.
On the Russian side, Denis Manturov, First Deputy Prime Minister affirmed the strength of Qatari-Russian ties, particularly in the economic realm.
“Qatar and the Russian Federation have robust relations and cooperation, especially in the economic sphere,” he told QNA.
Manturov pointed to the outcomes of the fifth session of the Russian-Qatari Joint Committee held in Doha, with concrete progress already underway, especially in the pharmaceutical sector.
He also announced a joint business forum to coincide with the Amir’s visit to Moscow, focusing on critical sectors such as transportation, logistics, urban development, tourism, healthcare, and financial cooperation.
“We are hopeful that the leaders’ upcoming talks will solidify key cooperation priorities and outline practical steps for mutual benefit,” Manturov said.
Murad Sadygzade, Russian political and economic expert, described Qatar’s Amir visit to Moscow as a pivotal step toward transforming Qatari Russian relations into a strategic partnership, particularly in light of shifting global dynamics following the war in Ukraine.
“Before beginning to expand economic cooperation, the level of political relations must be elevated to that of a strategic partnership,” Sadygzade told QNA, calling the visit a transitional moment that could lay the groundwork for alliance-level engagement across sectors such as energy, investment, and infrastructure.
A history of growing bilateral engagement
The current visit builds upon a long-standing relationship that traces back to the establishment of diplomatic relations between Qatar and the erstwhile Soviet Union in 1988, followed by Qatar’s recognition of the Russian Federation in 1991.
Over the past two decades, the two countries have broadened their engagement across strategic sectors.
Qatar stands out as one of the largest Gulf investors in Russia, with investments exceeding $13 billion in areas including infrastructure, banking, and energy. The Qatar Investment Authority’s collaboration with the Russian Direct Investment Fund (RDIF) has been particularly instrumental in expanding economic ties.
In recent years, high-level reciprocal visits have added momentum to bilateral diplomacy. The Amir’s past trips to Moscow in 2016 and 2018 were critical in shaping the economic and strategic dialogue.
Likewise, President Vladimir Putin’s 2007 visit to Doha and other meetings on the sidelines of regional summits have reinforced the diplomatic rapport between the two countries.
The most recent engagements, including Amir’s February 2025 meeting with Sergey Lavrov, the Russian Foreign Minister, and Qatar’s guest participation in the 2021 St. Petersburg International Economic Forum, reflect a steady rhythm of collaboration.
Cultural and humanitarian cooperation
Beyond politics and trade, Qatar and Russia maintain a robust cultural relationship, most notably exemplified by the Qatar-Russia 2018 Year of Culture. On the humanitarian front, Qatar has played a pivotal mediating role in the Russia-Ukraine conflict, successfully reuniting several displaced children with their families earlier this year.
A recent scientific roundtable hosted by Russia’s Sputnik News Agency in March 2025 praised Qatar’s efforts in facilitating conflict resolution through peaceful dialogue, highlighting the country’s broader role in promoting global stability.
With expanding partnerships in trade, energy, innovation, and diplomacy, the Qatari-Russian relationship stands as a model of constructive engagement in an increasingly complex world.
