Hamas and Israel have agreed to the first phase of a ceasefire deal as part of a wider plan to end the two-year war in Gaza.
Majed Al-Ansari, spokesperson for Qatar’s Ministry of Foreign Affairs, announced that both sides had agreed on “all the provisions and implementation mechanisms of the first phase of the Gaza ceasefire,” which would end the war, secure the release of captives and prisoners, and allow humanitarian aid into Gaza. He added that further details would be announced later.
The announcement came hours after Qatar’s Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman Al Thani flew down to Sharm El-Sheikh to join ceasefire negotiations that were attended by a Qatari delegation over the past few days.
U.S. President Donald Trump hailed the agreement as a “historic and unprecedented” breakthrough following talks in Egypt on his Gaza peace plan.
“I am very proud to announce that Israel and Hamas have both signed off on the first Phase of our Peace Plan,” Trump posted on his Truth Social platform. Under the initial terms, Hamas would release all hostages, while Israeli forces would pull back to a pre-agreed line inside the Gaza Strip.

The negotiations also saw the participation of U.S. President Donald Trump’s envoy Steve Witkoff and Jared Kushner, according to Axios. Israel had also sent Prime Minister Benjamin Netanyahu’s top adviser Ron Dermer to Egypt.
The agreement has been welcomed by UN Secretary-General António Guterres, who called it a “momentous opportunity” to establish a credible political path toward a two-state solution and an end to Israel’s occupation of Palestinian territory.
He praised the mediation efforts of Qatar, Egypt, Türkiye, and the United States, and said the UN would scale up humanitarian aid and reconstruction efforts in Gaza.
“All hostages must be released in a dignified manner. A permanent ceasefire must be secured. The fighting must stop once and for all… The suffering must end,” Guterres said in a post on X.
Meanwhile, Hamas said it had submitted lists of Palestinian prisoners to Israel “based on the criteria agreed upon in the ceasefire agreement,” and was awaiting final approval before making the names public through its Prisoners’ Media Office.
