Minister of Justice Ibrahim bin Ali Al Mohannadi confirms that decisions made amid crises are always pre-planned, with flexible, adaptable work models and a strong digital infrastructure.
Qatar has maintained stability and continuity in government operations despite rapid regional and domestic developments, Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali bin Issa Al Hassan Al Mohannadi has said.
Speaking to Qatar Television, he noted that the shift from normal operations to remote work “was not in its traditional sense,” explaining that the country had moved to “a model of government work that had been prepared in advance.”
He said the model was adapted from the partial system used during Ramadan to meet the evolving circumstances of the crisis, ensuring that work requirements and performance continuity were not disrupted.
The minister stressed that decisions regarding government work models are “not taken in an improvised manner” but follow a pre-established framework within Qatar’s crisis management and business continuity systems.
He added that the recent decision to return to on-site work at 30% capacity followed careful evaluation by security authorities, ensuring that the current conditions were safe for a gradual resumption.
He explained that the Civil Defence Council plays a central role in evaluating such decisions, which are then reviewed by security, military and any other relevant bodies before being submitted to the Cabinet for approval and implementation.
This approach, he said, allows the government to remain both resilient and flexible in responding to changes on the ground.
Minister Al Mohannadi also highlighted that Qatar’s plans are guided by the Qatar National Vision 2030 and the Third National Development Strategy 2024–2030, which aim to achieve sustainable economic growth, diversify the economy, and strengthen food security.
He noted that the Cabinet continues to prioritise vital sectors, including health, education, energy and transportation, to ensure that essential services remain operational.
“All government entities continued providing electronic services fully thanks to the strong digital infrastructure,” he said, adding that productivity in both the public and private sectors has remained unaffected due to the flexible work models adopted.
The minister praised the armed forces, security agencies and the public for their cooperation and high level of awareness, which he said contributes to Qatar’s ongoing stability.
“The commitment and national spirit demonstrated across all levels reflect the resilience and competence of Qatar’s government system in managing various circumstances,” he confirmed.
